The following is a board presentation video regarding the state of instruction as of January 14th, 2020.

start off with what what where we're at to run or current health order and the covid-19 reopening framework for K-12 schools in California is the governing document that it describes what schools can can Orchard when they can reopen it is this document is this reopening framework that we have new guidance on so actually the thought the two slides I have here are actually out of date I created them this morning and they are date as of this afternoon because there is new guidance so I'm going to jump over for a second to the new guidance I honestly have not had a chance to read through it all but there's a couple of key points that I want to show just because this is this is what we're making our decision song write the first and like I said I've not read this whole thing in any sense so I cannot answer questions about it but there are a couple of key things that I want to point out the first is that they make it very clear that schools may not real looking for k712 if the counties in Peru here unless there is one condition that is true and that is if they had reopened prior while the wall the state of Wabash County was in the red tear right but they go on further to Define what reopen means in this is I think we're some of the confusion was it's where I was confused earlier back in November when we first went back into purple I was under the impression that if we had started a face reopening plan that we would be allowed to continue to do so however the guidance shortly thereafter came out with in the CDF and these two statements that are highlighted here and yellow is that guidance right so they've just clarified it more basically they Define what it means to have been open in the red cheer and what it what's being opened by their definition is is that as a district we had to have a full grade level open for students to attempt at no time in in as we've been moving forward in the reopening have we ever had that only been working under the cohort model all right and you can see down here it is specific it may not bring additional right now where am I in addition of only some students being served in person in the school in a county in the red cheer and all students in at least one grade level did not have the option to return in person as described above then the school has not opened or reopened right so that disqualify Toys R Us from being able to open in the while we're in purple we have to wait until we return to the red tear and we have to wait for 2 weeks we have to be in the red chair for two weeks 14 days prior to us reopening you are reopening plant that is exactly what we put in place we you know we are shooting for February 23rd if we are in the red chair by February 9th then we will be reopening February 23rd if we are not in the red tear on February 9th then we will open two weeks after whatever date we enter the Red Deer jump back over to my presentation here didn't we did have those shop classes and in some students in class though during higher grade level we did not offer it higher grade levels like all of 9th grade for all of 10th grade for more this is this is the old language that find skipping over. I'm sorry new document just replace we are so next week starts the new semester and students have all new classes we will be can you bring the cohorts as they are for special education English learner students with connectivity issues enter Advanced tag welding the cohorts we currently have for power mechanics and regular egg welding will be put on and that's because those students are all brand new and the teachers are going to use the first several weeks to cover the safety curriculum other other Kraken that can be done online in the real I think hope that we will be able to open come end of February to get him or I'm really shooting for that February 23rd but I'm sorry Melissa just reminded me of something are we still going to bring our teachers back to school so that they actually a zoom teach from the classroom and kind of learn the zoom techniques from the classroom like we had talked about before that we were going to do in the month of January to prepare them for students coming back we don't have like a learning curve of trying to zoom and have in class students at the same time because I think that would be very safe for the teacher so they're loading the classroom and also I help us when we do go talk to having children in the class adults I think it will maybe help with the transition of taking extra time for transition when that time comes absolutely so yeah January 25th February 1st and February 8th those are the three consecutive Mondays will be bringing cohorts of teachers back on tour campuses will be trained on retrained on the health and safety protocol they'll have an opportunity to go through their classrooms and make sure that they're all set up for returns in person and also for training on the it side in addition to that we will bring bringing teachers back at least prior to students coming back so that they can be in their classroom and get comfortable with being in their classroom before students return into the classroom on their few Days Inn Pryor okay thank you we will we will not be at this time we've made the decision that we will not be implementing any new cohorts and the reason for that is because our print that's a lot of time to to get these courts in place and our principles really need that time to get this reopening plan moving and really focus our attention on getting her schools reopen as soon as we can red cheer we need to be prepared for that and and you know the data is starting to look good for Sacramento County you know we are you know we've just come out of the stay-at-home order that's because it looks like that these days Ace rates are starting to drop a little bit which means that our ICU beds won't be filled in 4 weeks we're starting to starting to see the case rates plateau and that's a good sign because the next step after that is going to be going to start flying in and that's what we wanted left we need to see so that we can reopen play Shawn yes this is Lisa status here, we'll try to figure out what's wrong with me computer what are we doing to ensure that the classes are physically reason HEPA filters in the air can are we doing any kind of water for water filtering the air that's in there I know in Texas and places like that they're saying that they want the whip do you have to keep the windows open certain amount in that are actually are worth whatever but what what kind of what kind of things are we doing to ensure that those classrooms are not you know keeping this virus in so I'm just like I said I do not have all the details but I'll give you what I know so we have replaced all of the filters in our HVAC unit with I believe they're called Mercer teen filters which are the ones that that are 1/3 of the appropriate level to filter out covid-19 we are also we also sanitize our classrooms every day at the end of the day and between classes teachers will will have sanitizer that they go around and spray the desk down keeping the doors open in some of her in some of our places because he keep the door open then to help pepper then the filters aren't going to turn on you know it's in stuff like that so there's there's a balance that we're also asking we will be socially disc sing in the classroom so we will not have more than 16 people in a classroom and all those people will be 62 part everyone in the classrooms will be required to wear masks at all times all in the classrooms all of those safety protocols in place absolutely okay I have a question I forget what stage was then they're using water filtration systems it's a it's a and I can't explain it but what it is it the water in to the unit into water that has some sanitation in it and it and it automatically kills any if there's cold in there is there a possibility that we can look back by I'll do what all I'll send you a copy of the article and maybe something that you could look into with the the actual system is Felton. expensive the two of them will cover classroom in no time easily so I'm I would like to get that to you that's why I was concerned about where we going to do you know if a child has come in and does happen house I'm going to be doing when a child comes to class when they come in and we have a way set ups to check their temperature ask some questions about how they feel and all that are we doing any of that absolutely so we have a place we have a system in through parents where were they that gets done at home and they they weren't allowed into the Foster until that is completed bring back I think it's September to remember presentations word that the superintendent name is it head diagram of the descriptions of how the safety Protocols of be put into place to get those two trustee Maple so weak the plans that were in place and I think I think you'll be pleased with the thoughtfulness used in putting together very safe plans for students absolutely we can do that I would appreciate it yep start something to know it's quite alright so we know we know absolutely that there's challenges remote learn we know it and this is this is a shortlist this is nowhere near all the challenges we know that are you know art students are not getting the education that they normally would get we know that we're very weird and and we know that associate personal well-being is an issue and we know that our passing rates are not great as as as they as good as they normally are unfortunate about none of fortunately the semester ends tomorrow so I'm not going to prove that the quarter past two nights earlier so I figured if the next board meeting I'll bring the passing rates for the end of the semester we had connectivity and Tech issues we know that there's you know the attendance has been a concern I want to share a little bit of data for with you about the connectivity and the attendants left so this is the number of student request received starting August going down through December and then over here is January just cuz of the way the grass tended to this is this month so we can see is that not surprised when we first started we were getting a lot turn off the check request a lot of skills needed lot of support the good news is that overtime we've gotten better right we've seen less and less request students are are doing better there getting onto Zoom that's great parallel to that if we look at attendance we kind of see the opposite so when we started the year our attendance was not very good and and just to remind the board attendance is being taken differently this year right attendance this year is based on what is the student on zoom and are they completing the class work not their homework but their class work so that's what marks the present or house what's Tremors weather was given to us by the state so we can see here at the beginning students and staff work for struggling with this right making sure that were on Zoom making sure that we're getting that those assignments done in class right but as we've gone on we've gotten better where is this month we're at 95 to 98% attendance right we're doing a good job it's not great we know there's problems with distance learning but we are doing a good job now we have a real claw machine for February 23rd and it's open the 50/50 hybrid model we do need to be in the red cheer by February 9th in order to reopen if we're not in Red by the 9th then what and whatever date we enter the red we will open schools two weeks after that 50/50 hybrid model half your students recording to school on Tuesdays and Thursdays you have the other half reporting on Wednesdays and Fridays we also have students that can all families have the option attend at all they can stay and dismiss learning if they choose write Lewis students that choose to stay in distance learning and or those students that Tuesday it is not their dead day to be on campus there are participating in class with their peers they are on Zoom with their peers to the teacher is working with the kids on zoom and at the same time providing instructions to kids in the classroom that's a challenge for our teachers that will be a check yeah we surveyed our parents on what what person who want to come back in the hybrid model and who would like to remain in the remote learning I broke it down here by school but we looked at the bottom we received just about 60% of our families have responded they have told us what they want and when we look at it we're looking at about 64% would like to come back on to campus in about 36% would like to remain on this employment right if that if that Trend holds for the last forty percent of a family that we haven't heard from which it most likely will be spent kind of stayed the same as we were getting data in see much difference but it means that one-third of our students would stay at home and the other two-thirds we serve on campus for art now there's some challenges to reopening and benefits to reopening each week I get I have a phone call with County superintendents from across from Anoka County and some of those districts of Camarillo right they started the process of reopening prior to us moving into purple Nathan allowed to continue namely arcohe and Folsom Cordova those are the two districts and Alberta those are the three districts in Sacramento County that have at least some of the benefits it there that they're telling us they're seeing is yes we get we see increased engagement we see increased bigger interaction we are seeing better quality teaching and learning amongst your students there is easier to identify students needs and intervene Manor Skins are there mental health is improving we're building that cultural climate that makes schools school and makes them important places for us are students to be but they're also reporting that they're running into some real challenges just want to meet the board aware that as we've reopened we will experience these things challenges and we need to be prepared and this is what we've been doing a lot of the planning room the first item is testing and this I'm going to show you slide into second this is one of those slides that may have changed with the document that came out today I haven't gotten a chance to read it but prior to this what we were hearing from the governor is that this is what testing was going to need to look like right here right now you can see where we're in the purple chair and were way above 14 so if we wanted to reopen well right now we can't be open before in purple so let's talk about red even if you'd when we open and read we are going to have to figure out a way to test every staff member and every student that attends our schools in person every two weeks write every two weeks that is 1,200 students and 300 staff members every two weeks now we're working with Sacramento County of Office of Education working with public health to develop a plan to do that but that is a Monumental task that we're going to have to figure out how we get done this is being implemented now yes cuz I don't believe like our other districts are doing those tests every day of students in elementary schools k-6 schools reopen as soon as they don't have to get down to read they can open as soon as they get below 28 cases right one if you want to reopen you have to be doing this testing if you're all Witnesses this is one of those this is part of the you know the bureaucracy of the things that don't make sense if you're already reopen you don't have to abide by this but you also don't get the funding that they're offering the question I have the engine is how long is this have to go on are we going to have to check them every 2 weeks for 10 months for to date two weeks Pride week what's wrong with Billy get down to Orange vaccine vaccines aren't approved for children yet like for let's say our staff I think that might that might be one of those think I don't know that might be one of those things is too dressed in that new document because I know those questions have been asked but I don't know what the answer some other challenges availability of substitutes right so I know some of you just heard you know Roseville High School has been one of those high schools that reopen and they were reopened you know 5 days a week so they had they had their students around campus campus everyday and what happened is it was an outbreak + 18 + 38 years either tested positive her were exposed and under that circumstance they have to quarantine for 14 days teachers that is more than they have Subs available we had to shut down their school open Cordova you know say there they've been reopened and they've been working on it and they had to redo their plan to respond to when do we close down schools based on availability of Subs that's one of their criteria if we don't have enough subs or closing down our schools and there's been a couple of instances where they have to do that so we only have 11 active Subs we're always looking for more of a sudden you're very hard to come by two of those subs are already in the classroom helping us out the other nine some of them work for other districts so it's often top get to work competing to get them to come in so that's going to be a challenge to move forward we reopen our schools if we have breakout outbreak in and we have to quarantine the class or or several classes we might run into run into an instance where we're going to have to shut the whole school because we just don't have to substitute another concern is transportation we only have 6 bus driver and on a bus that normally holds 85 kids we can only fit 14 and if you take 16 x 14 we we have just barely enough buses and bus drivers to cover the the the transportation needs of our students with special needs that have transportation is a requirement there are IEP right which means we will not be able to transport any of our other students doing from campus we just won't be able to do it so they'll have to do either find a way to come get to campus or they will have to remain in distance learning during this time Oliver's people out in the arcohe area or out in the country that live out there will pretty much have to stay home right then and you right so unless they can find her find her own transportation so that it becomes an equity issue right at least we can still provide me an education some education that's a good thing cuz we have the distance learning in place but yeah it's problem what about new hopes bus drivers where are they at I mean do you know anything about what they're doing cuz that's it that's a k i k 8 out there right before we reopened are going to using their buses to and that you know how to get school or doing okay how much of the school population is Xanax what actually not deal with ask me a bunch of tasks to unless your parents want to bring them or whatever but how many you have any idea what that would be all right I have to look it up Pat I just missed him I just don't know off the top of my head go by that name even though it says least I'd like to know I will get that information because that would make the difference in some of the parking and stuff like that I will get that information another fit another thing the other districts are reporting is that with this instructional model schools with kids online and kids at home they're actually experiencing an additional loss of instructional time so all the quality gets a little bit get better for those kids that are in the classroom the amount of it that they can do get lessons because the teachers having to multitask can do multiple things at once so they can't get through as much another thing that that's happening this has been reported in at least one school from one District I've heard that maybe have happened another District but we have therapy find out there and students that are ignoring the safety protocols there is in one school a parent send their child to school knowing they were covid-19 father and therefore that whole class personally they caught it at the beginning of the day so they only had to quarantine one class but have to have they not caught it the whole school would have been shut down right so these are just the kinds of things that we have to be aware of and we have to leave and then the last one is just the inevitable not inevitable. The one that's just out there is that we are going to guess cuz it's positive cases and there are protocols around if a school gets to 5% of their student body campus have those are all things that we have to plan for most of this place but I just want to make sure that everyone's aware of complexities of this issue as we work to reopen and and what could happen as a result when the kids show up at school how do we test them to make sure they can go to the class and not have to free so much we take your temperature do we ask him questions what do we do so we have some questions and that's all done at home to parents for my opinion have a place where they walk through somebody take some temperature the childish challenges with that cuz that's that's you know 600 kids a day so we can definitely look into it if one of them comes in and you tell and his temperature is up to you can send him home and you lesson bility for that to keep going it is another liar everywhere I go that they why do I walk in at the DMV they take a take your temperature if you know whatever but yeah now there's some good news you know the vaccinations out there I just got a text from my friend who works as a teacher up in El Dorado he got his first vaccination shot today County they've a lot more moving pieces make it happen but we are in in in Toxin and conversations with Sacramento County Office of Education Department of Public Health Cosumnes fire might be a really good location they have already are already set up to be a vaccination clinic there Woody's and our Android ministering them already and they've reached out to us and are School nurses to work with them as well as the Elementary District in Elk Grove to maybe set up a vaccine clinic for are Educators and Ryan are the rest of our staff and hopefully were very hopeful that that made begin to happen in February in on a little Blues beginning of February or middle of February over very will be able to get that started and get our staff vaccinated cuz if we can get them back to Native and so that they don't cats not that they can't force it is much reduced then that kind of solves our stuff stood if she wants some of these other issues that have come out so we are working on that plan what if they refuse to get vaccinated that that is their choice they will still be required to work okay I just I'm just make sure I don't get flu shots though and I've never had the flu so I'm okay we also want you to understand we have been thinking about the learning lost has been taken place and actually we just had a meeting this morning about a real cat and we've decided that that is going to be priority number one in our local control and accountability plan is resting the damage the damage that was caused by this pandemic and by the distance learning again we're doing a good job but there's a lot work that's not happening we need to address so we've already started some of this we're working at expanding our after-school tutoring program in and putting some more Personnel in their to get kids to participate cuz we have the program participation so we're doing some Outreach there to get more kids to participate we're also looking at expanding that program once once we're back on campus to maybe provide some more immediate intervention kind of a scientist after school so that they can make up what they're missing or whatever and also to recover recover some Fred it may be that they lost in the first semester the governor's budget the proposed budget from the governor's looks very positive and the in that proposed budget as long as through there's going to be quite a bit of money that schools will get specifically for learning loss and we're going to eat we're looking to use that if it's available to really expand upon our summer school program and really go to summer school program it's going to me address those needs of our incoming freshmen and our current students so that they are ready for next year we closer to being ready we don't know what I can't do all the gas but try to fill those gaps as best we can catch get them back to get them back on track the third thing we're doing is we're going to be working with our teachers in our staff over the spring to really think forward to next year and knowing what we were able to cover and what we weren't able to cover redesign our curriculum for next year to make sure we're hitting those those standards in those gaps the students that we know students have just cuz we couldn't get to the cricket so we've already started this process will be put Gathering you have a team of teachers and staff coming together on January 25th to really start the hard work around these things and get these things get moving and interest that's it I mean I was long but I wanted to make sure that the board really had it a full concept if everything we've been doing at the district and state levels and all of the things that that are coming up as we move to reopen there are going to be challenges we all want we should all very excited to reopen we know that that's what's best but we have to follow the guidelines the guidelines are very clear and but as soon as we can those doors are going to open we're going to have students back and we need to be thank you board members sorry, and I'm glad that were working on after school programs and summer school and things like that to help our students picked especially those who are struggling you know with learning online a lot of our students are visual Learners so it's been tough on them and I'm just grateful that you guys are working hard to you no help us help posted up so thank you. Go ahead sorry dinner it's all right I was just going to say hi thank you Uber Freight very good presentation night I just wish that there was some way that we could you do make sure that that all the parents and in our in our district had an event I mean this certainly address has a goal that I I have heard on from all these all the board members and that is our goal is to get the kids back on campus and did I think that this this presentation is dresses the safety issues as well as all of the planning for their for their educational needs and I and I I think this is great you guys didn't you report card this is us this certainly is a real indication that were we're not just sitting back waiting you know you guys are really putting together a very solid approach so that when time comes and it the law provides we can get these kids back and I think that's really really a testament to your email your guys's efforts at the district level thank you again hey Sean I just saw the one thing I went I drove by Gulf high school today and I saw that the football team. They're fraction how is Powersports doing worked with ice you my best answer that question so right now we are allowed to hold Sports conditioning right sports are allowed to condition as long as they abide by the safety protocols and social distancing things like that with the with the stay-at-home order being lifted yesterday that allows sport to to start practicing based on what tier were in so if as Osborne purple tears in sports that are outside and very low contact can begin now the only the only team that we have in this season Theory to find the seasons for this year we have for the season is cross-country that would qualify to start practicing now I know that Mr saramago yesterday was today was in conversations with CIF them in the League's and there's some Crustaceans around what it might look like so we're hopeful that we might start to be able to start some practices or for cross-country I don't think football you can start until you get into the red tear Steven Orange you might have to wait for orange and set for football other sports that are outside and low context like baseball and stuff those are read to your sports so it all depends on what carrier in and then what season we're going to be taking B exercising and doing in a where they just can't have contact to can't be tackling and all that kind of correct
